Words first, looks second
The aim here is accurate text. Broken lines are rejoined into proper paragraphs, headings are marked as headings, pages set in two columns are read in the right order, and a page break is placed wherever the PDF had one. The finished file opens in Word, Pages, Google Docs and LibreOffice.
What it will not do is copy the exact appearance of each page. Pictures are not brought across, every font is changed to the ordinary document font, and complicated tables or layouts may not line up with the original. If the look of the page matters most, turning the pages into images with PDF to JPG may be the better choice.
Useful for private paperwork
People often turn a PDF into Word because they need to update a contract, a CV or a letter.
